Parked fully on pavement

Hi

I am not sure who to contact about this but 2 cars are parked fully on the pavement in my street and it causes problems for people passing , there is a school in the village and lots of mums pass through buggy’s double buggy’s kids on bikes people on mobility scooters we also have a shop/post office a lot of various people who I have seen struggle to get past is this illegal is there anyway we can stop these cars been such a nuisance
