Speed hump causing water dam effect causing local flooding

The road hump across the road is raise across the whole road width. This creates a water dam effect if the gully in front gets blocked. This drain gets blocked regularly due to the speed hump stopping larger debris from washing downstream of the gully. Local houses were flooded recently.

Drains still not cleared. Speed hump still creating a dam across the road causing water to back up over dropped kerbs into properties. The council have engineered the road and speed humps after the houses were constructed and causing unacceptable flood risk. Installing temporary sandbags along a busy footpath and road way is not sustainable. The dropped kerb needs raising with a ramp access or the speed hump needs removing (not required in 20mph road). When were the gullies last jetted? I have dug out the blocked drain gully and rodded it but it seems the pipe is blocked further downstream.
