Uncut grass and rubbish with dog poo bags bottles food waste and needles

This area is the property of kerpmoat homes and they have stopped cutting it, it is within their maintenance contract which the owners of the properties pay for on a monthly fee basis. There is now a health issue with rats and needles. I have been in touch with kerpmoat homes but no reply to my emails, the grass and four foot stinging weeds are now falling onto the public footpath and causing an obstruction to passerby individuals. This is a disgrace and is now smelling, I have contacted Hull city council by telephone and they haven't done anything about this either. I have a copy of the plans if this area and it is part of kerpmoat area to maintain.
