Overgrown hedging causing obstruction in road and parking

The plants growing on the other side of fencing is massively overgrown. Cars are now struggling to park in the appropriate area and it is causing an obstruction of the road in various places too. The maintenance team who come out have stopped looking after the plants along both sides (only mow the grass now), leaving it to get out of hand.
