People parking in residents parking without permits

We have recently had residents parking supplied to help people with disabilities (myself included as I have mobility and visual impairments) to be able to park outside their own homes. Since it has been put there a house across the road, (¹⁴ Sleepers Hill) have numerous cars and mobile homes and jeeps parked everywhere near to my home and that of a elderly disabled gentleman. None of these vehicles have residents parking and sometimes there are 5 or 6 vehicles there at a time also not to mention a big cherry picker. At the moment my son couldn't park my motability car outside my home and has had to park it across the road which when I go out to the doctors later on is going to cause problems. I have reported this before and it hasn't improved. I need assistance with this. Thank you
