Road and pavement clean required

Some weeks ago a large quantity of pebbles had spilled out onto the road from a careless builder who obviously did not have a broom. These stones are still all over the road and will eventually damage the recent new surface. Any cleaning would best be done when local cars arn't there, as they are covering a lot of them, a broom may prove more effective than a road sweeper ? Also the pavement could do with a sweep in places where old leaves have accumilated. ( Why local people don't sweep outside their local patch I don't know, it would save the council time and money ).
