Car parked on pavement

This car is parked on the pavement outside 10 Station Rd, Countesthorpe, Leicester LE8 5TA (a terraced house) at all times outside office hours.It completely blocks the pavement. We have a lot of people with mobility scooters and parents with pushchairs in Countesthorpe, and we are forced to use the carriageway to get past it. Station Rd can get very busy, and other road users are not always happy about slow moving traffic. Local feeling is running very high - we've already had several accidents involving vehicles and pedestrians in this area recently - and we would appreciate some official intervention.
