New resident parking a car and blocking access

New residents at number 81 parked a car in the ginnel between the houses (between 79 and 81) and blocking access to all the other houses gardens and that’s the only way we can access our back gardens. Residents had the car there months now but as it is access to other gardens there is no parking aloud in the ginnel.
