Spring water flooding steep hill

I’d like to highlight a safety issue which I am keen to work with you to resolve. There is a natural spring at the back of my property which runs out onto Gay’s Hill (opposite Pera Place). Year round it creates a very slippery algae and in winter months it occasionally freezes on the road creating risk to pedestrians and traffic. This is compounded as it is on a steep hill and can impact cars whilst braking. Recently a friend left my property and injured his ankle slipping on the road; this has been the catalyst for me to raise this with you. The spring (confirmed as a spring as I had it tested a number of years ago) varies in flow and historically has been worse in winter. With the increased rain this year, I am now regularly cleaning the algae at the back of my property and in the road as I don’t want another accident but I can’t continue doing this. Slightly lower down the hill where the spring is flowing there is a lot of algae and also weed growth extending into the road by about 1.5m (see photos). This is impacting the road width as it moves cars onto the other side of the narrow road. It worries me that we have risk of people slipping and cars sliding when braking, both of which can lead to injury to people or worse, and I have firsthand experience of this actually happening to my friend. I am keen to resolve this safety issue, and would be happy to show and talk through what I have described above.
