Brent's boiler plate reply will say that they have no money for CCTV.
The one case where I saw a fly-tipper in action, they were wearing a hoodie, so probably wouldn't have been identifiable on CCTV. In any case, CCTV just moves the problem around. If you were to spend enough to deny public land to fly tippers, they will use private land (e.g. back alleys and communal land around blocks of flats) even more than they already do. It can be very difficult to get private land owners to clear tips, especially where ownership is unclear, as for back alleys. The only people who would win would be the private waste disposal companies.
(Unfortunately, I was checking the photographs I took when my tipper picked up the second part of his bed, and the photograph was too fuzzy, so, although I can say where he came from within a couple of houses each way, that wasn't enough for action to be taken.)
My impression is that most people doing this sort of fly tipping live within about 100m of the tip.
The reason it is happening there is probably the same reason the telecoms cabinets are there; it is not directly in front of someone's house. All long side walls of houses attract tipping. There will be 1000's of similar locations in Brent, all fly tipping hot spots.
One other thing. This should be in the fly tipping category, although it doesn't make much difference in Brent as everything gets triaged by the same people, and they tend to ignore the category.
