Sent to Portsmouth City Council less than a minute later. FixMyStreet ref: 6236086.

Despite several attempts by many surounding neighbours the council have not addressed this at all since reported in 2019 and continues to overspill onto pavement, blocks access, and rats have been reported. The problem has never been fixed or addressed by the council. The image below taken today 16 July 2024 shows the continued flytipping since 2019.
