Climbing weeds and destrutive foliage

This is by far the most neglected part of the estate, the foliage is not a hedgerow its a weed that is just mowed down by a sit on lawnmower, and thats only done when we complain, its not done on the regular, its climbing up the neighbors windows causing snails and slugs to reproduce in there, it needs to be dug out and grass put down, or the free chipwood that the council gets from tree surgeons for free to use to turn into energy which they make a profit on, woodchip replenishes the soil, kills weeds and is free and can be delivered for free.
