Moorhen nests

Sent to Bromley Council less than a minute later. FixMyStreet ref: 6221132.
I am seeking advice from bird protection at the Moment but Bromley council have destroyed 2 moorhen nests along the old Croydon canal in Betts Park Anerley . 1 . why would they not leave the 2 sections uncut until the chicks had fledged 2. Why would they not cut this shrubs away after the hens and ducts nesting time maybe autumn . Is this legal ?

Just found out what was done is illegal . Please do not continue to cut the remaining shrubs without seeking advice
