A VW car has been parked completely on the pavement causing an obstruction

The owner of the car keeps parking on the completely on the pavement make it difficult for pedestrians to pass especially those with prams

You need to report the obstruction to the police. This website does not give reports to TDC as TDC will not accept reports other than directly on it's own website. They don't do anything when you report directly anyway. Obstruction is a police matter though.
