Street light has never worked

The street light pictured was installed a couple of years ago as part of the Glasgow uni public realm works but since then I have never seen it on. I suspect it was never properly connected? At one point they changed the lamp to led but it did not fix the problem. They also tried to remove it as part of the byres road redevelopment works however after pulling at it with the crane lorry for a while they seemed to give up and put the lamp back on. The building mounted light across the road is also on the way out, flickering on and off throughout the night meaning this area can be pretty dark with both lights out.
