Bin not emptied

The bin in picture has not been emptied in about 4 months so needs uplifted as a priority. Spoke to a member of one of your refuse teams a month or so ago who said they couldn't lift it because it was too dense/ heavy but that he would report it for special uplift. He took a couple of bags off the top which at least helped with the smell. More than a month later and it is still sitting un-uplifted. The bin is broken and missing it's lid anyway so also needs replacing. Thanks
