A moat like puddle that is left due to the poor state of the footpath

The footpath outside my home has been breaking up for years I’ve reported it so many times to no avail workmen have done a tiny patch repair around the water point but the whole path is degraded everytime it rains it fills with water & we have a mini moat; this weekend I fell trying to navigate my way across the puddle that’s deep in areas & have injured my back shoulder & neck; not great when you have fibromyalgia I’m in agony, the whole path need relaying with slight slope so the water drains away onto the road & into the drains not into my drive way; it’s not going to be much longer ‘ I’m going to need help getting in & out of my home I really don’t think I can afford a drawer bridge for my carers to be able to have access to my home.
