House up for sale but very difficult to walk on pavement now

Hedge has grown out over the pavement so much it is now dangerous to walk along right on the kerb. House is empty and up for sale. It is called Japonica. Been getting worse for a couple of years but with this year has become a real problem. Asked by Parish Council to report this.
