Flooding on pedestrian ramp

The levels on the start of the ramp to the pedestrian bridge or sunken meaning that kids and parents with wheelchairs have to negotiate through the deep rainwater every time we have a heavy burst of rain. I guess this just needs to be filled with asphalt , or make proper drainage
