Somebody keeps breaking into this cabined regularly. I have reported this many times over years. A contractor comes, fixed the door and 2 week later somebody breaks it.

No, someone keeps breaking the door of the cabinet shortly after it's fixed and leaves the cabinet wide open with internet cables exposed to weather or anyone to tamper with. This has been happening for years and needs to be escalated to police for monitoring. Please refer this case to the relevant office or instruct how to escalate it and to whom.
