Hazel has not been trimmed, weeds cut and no bark laid as in previous ye

Recently the hazel has not been pruned, bark laid as previously done and so weeds have overgrown. Council cut down half of area in front of my house to soil, leaving no have but have left a clump in front of my house with excessive weeds overgrowing. Please can someone prune the existing hazel to knee height and Lay bark as has previously been done for years.
