Traffic Cones

Why were the placement of traffic cones authorised at the traffic lights at the junction of Dooley Lane and Stockport Road in Marple Stockport Cheshire(Dan Bank)? They have been in the middle of the road for over two days blocking the right hand lane, vehicles turning right are preventing vehicles from going straight on causing massive tail backs as far back as Rose Hill station, on a good day! And guess what! No work is being carried out. It is scandalous that contractor’s block the roads several days before work commences. Why is this is allowed to happen?
