Dear Spring Park and West Wickham Common City of London Are there any wardens/someone I can make a report to about a dog walker? I’ve used spring Park for many years, especially when I used to have my Labrador. I still go there for regular walks especially for health reasons. Yesterday, about 10:30 am, towards the end of my walk approaching the mini golf section, rather lazy/untidy looking man with a black dog was coming in the opposite direction. The medium sized dog had a long lead which was not held by the owner, it was trailing along the grass. As they walked by me, the dog dashed over to me barking and growling with lips curled up. Because I’m used to dogs, I wasn’t afraid. I said to the owner that the dog should be wearing a muzzle. Clearly it is not a very friendly dog. The owner just turned around and said oh he’s only barking. I replied that is not barking that is called growling. And he just shrugged it off and mumbled something which I couldn’t hear clearly, but it was rude, something along the lines of mind your own business. I was quite shocked with his response so I said I would report him. He responded saying go on then report me and carried on walking. My concern here is as follows : There are always children lots of children that use this part and the pitch and putt. I often take my grandchildren there for the golf and ice creams. I will not be doing so any more, which is such a pity. no one like a walking there anymore either. They also many elderly people. There are so many dog walkers there who let the dogs off the lead. Some with the very long leads which are not held by the walker but left trailing around behind the dogs, I’ve nearly tripped over these leads on several occasions when they rush pass

This information has been passed to our Parks Security contractor to monitor the area and issue Fixed Penalty Notices where an offence is observed. Enforcing against dog offences is extremely difficult, signs can deter but are often ignored by irresponsible owners. If you are able to provide us with any information regarding specific locations, breed of dog, description of owner, timings of offences or any other further information that would be most helpful.
