Rat infestation coming out of no 14 Russell St garden onto pavement

Walking down Russell Street saw 5 rats at the same time on the pavement outside this house. There is an old tree stump and many holes where rats live. This is an infestation. I have seen rats here before over the last 3 months, but never so many. I live over a mile away.
