Sent to Waltham Forest Borough Council less than a minute later. FixMyStreet ref: 6179169.

Browns Road approaching Richards Place has a No Left Turn sign, however it is missing a time plate, the TRO only prohibits north-westbound vehicles in Browns Road E17 from turning left into Richards Place E17 on Monday to Friday, and all motor vehicles prohibited from entering between the hours of Midday and 9 p.m. on Saturday and Sunday

The sign doesn't indicate the hours of operation, however as the no left turn does not apply Saturdays and Sundays Midnight to Midday, and from 9pm to Midnight, it needs timeplates to convey the time restriction to drivers.
