Broken fencing beside busy road and water

There are sections of missing fencing, meaning the playground is immediately open to a road with fast-moving traffic (obviously visible from the climbing frame), as well as to a ditch regularly full of water (behind a bush in the corner behind the larger swings). Very small children play here, meaning the risk of death or severe injury is extremely high, and repairs are urgent.
