Long grass cuttings left to rot

Are local green space has now had its yearly cut. Very frustrated it’s once a year as it renders what should be a communal space unusable. I realise this is current policy. However, the problem now is although it has been cut it is still completely unusable (and looks horrible) as the large amount of vegetation cut has just been left to rot on top of the cut grass. What a waste, and yet another safe play area our children can’t utilise. Please collect grass cuttings to rectify this.
