Out of purpose railing

There is a railing incorrectly placed between 4 and 5 victoria way so it does not do its purpose of slowing bikes and scooters down the slope. It needs to be at the end of the slope to cause bikes and escooters to slow down to prevent collision with residents coming out of their homes and also round the corner. The corner of 6 and 7 victoria way needs to have a barrier railing also as escooters frequent this area at very fast speeds and it has sharp corners.
