There are two yellow plastic workman's guard fences next to two manhole covers by Newlands Croft Maisonettes, Lennard Rd, Penge nr jct Newlands Park and Penge East Station. Are these abandoned?

There are two yellow plastic workman's guard fences next to two manhole covers by Newlands Croft Maisonettes, Lennard Rd, Penge nr jct Newlands Park and Penge East Station. Are these abandoned? Some cement work on the edges of the rectangular manhole covers appears to have been done, and dried a week ago, but the plastic panels remain. Is another layer of cement to be applied, or has the work finished? If the latter, please arrange for whichever contractor left them, to retrieve them.
