Scum dumping their Dog crap bags

Potash Lane near junction with Trenchard avenue. On path and hardstanding area by 'GREEN BARNS' just past Home Farm Trust entrance to café. Dog owner(s) dumping their plastic bags of dogs crap on path. There are dozens of these bags here. This needs clearing up ASAP as this is the pick up/drop off point for the school buses and many children mill around in this area while waiting for buses. This hardstanding is also used by cars during day to park up so bags are getting squashed/split open and crap is then spread around by tyres and gets on children's shoes/clothing. Milton Heights is a small community and everybody living here knows children wait here so it looks like this particular dog owner(s) has a grudge against children and is deliberately targeting children.. We also have the usual problem of other dog owners throwing bags of poo in trees all around the local area. Why do owners do this? is it some way of scent marking their territory? do they like looking at all the plastic bags hanging in branches when they go dog walking?

Thank you for contact Vale of the White Horse District Council about his Dog fouling/littering issue. The Hard standing area in front of the green barn is not owned by the council and is not adopted highway, but our waste contractor have been asked to go to the area and clear up what they can.
I will carry out some patrols of this area when possible and speak to any dog walkers that I see about the issue. If you have any further information as to who is causing this issue, Please contact me so that I can target my patrols and actions more effectively to catch the persons responsible. Please also contact me if you witness anybody allowing their dog to foul in this or any other Vale area. I can then take a statement from you and carry out any enforcement action if possible.
