Garden Waste Wheelie Bins

Garden Waste Wheelie Bins are being left on the pavement by houses 37, 33, 17, 9 and number 5. Why cant these home owners leave their bins on their own property? I am feed up walking past these smelly bins on the pavement whilst taking my children to school and maneuvering my pushchair around these bins. Web site states that bins SHOULD NOT be placed on the pavement. This also happens at these addresses with their house hold wheelie bins. Some days these bins are left out for 2 days. Please can you inform these addresses of Bromley's policy regarding 'Presenting your waste and recycling for collection'
We provide a collection service for your household waste. This waste should be put out for collection by 7am on your collection day. Your waste needs to be securely contained and placed at the front of your property within arm's reach of the pavement (edge of curtilage) but not on it.

I forgot to say that some of these addresses are putting their wheelie bins out a day early. I have just checked on your web site for the next collection of garden waste which is Wednesday, 26th June, so why are they putting their bins out on the 25th??????????????

More garden waste bins have been placed on the pavement this morning. A lot of the properties are not giving at least the legal gap of 1.2 metres between their bins and the kerb which is legal for push chairs and wheel chair users. Why are these house holds allowed to get away with this, whilst others obey Bromley Councils rules.
We provide a collection service for your household waste. This waste should be put out for collection by 7am on your collection day. Your waste needs to be securely contained and placed at the front of your property within arm's reach of the pavement (edge of curtilage) but not on it.

These households are STILL placing their stinking wheelie bins on the pavement instead of leaving them on their property. This addresses are NOT obeying Bromley Council rules, which states. ''We provide a collection service for your household waste. This waste should be put out for collection by 7am on your collection day. Your waste needs to be securely contained and placed at the front of your property within arm's reach of the pavement (edge of curtilage) but not on it.''

Some of these households are blocking the pavement by putting their garden waste wheelie bins out the night before (20.00 hrs) for the collection the following day. Why cannot Bromley Council inform these households in writing informing them that all bins must be left on their property and NOT on the public highway They are also not leaving a clearance of at least 1.2 mtrs on the pavement for wheel chair and push chair users.
This addresses are NOT obeying Bromley Council rules, which states.

We have notified the responsible party of their duties and responsibilities and informed them that further enforcement action may be taken if the issue is not resolved. For overhanging vegetation reports please allow 28 days for the responsible party to arrange action before notifying us of any continued obstruction.

BINS ARE STILL BEING PUT OUT ON THE PAVEMENT THE NIGHT BEFORE THE COLLECTION DAY. EVEN NUMBER 7 IS NOW PUTTING THEIR WHEELIE BIN ON THE PAVEMENT. THESE BINS SHOULD BE LEFT ON THEIR PROPERTY AND NOT ON THE PUBLIC HIGHWAY.....

The area neighbourhood officer has visited on numerous occasions and have taken photos and written to those properties who have left their containers out on the public highway. Enforcement action cannot be taken with addresses that are placing containers out on Tuesday night, or after the neighbourhood officer has visited. This road will continued to be monitored NO5
