Large council community Biffa type rubbish bins needed here

Reported this before. Council listened providing 2 large rubbish bins for household waste. When refuse collectors came again they must of taken away without providing replacement. This results in rubbish being left in alleyways. Many peoples own bins go missing . Can the council please ensure that large community bins are left at top end alley of Holbeck St . These bins provide extra protection againest vermin as the lids close rather than the overflowing normal size that are normally left ajar because of the amount of rubbish in them Thank you
