Barbed wire low to ground or on ground

Barbed wire alongside public footpath. It runs along the ground or just above the ground - extremely dangerous for children (who use this route to school) dogs and wildlife. It runs along the whole of the public footpath adjacent to scrubbs farm land. From the bottom of Faringdon Avenue all the way down to Richmal Crompton field. No issue with farmer reasonably protecting land with visible and safe obstruction. But this isn’t (highways act)
