I know you do not now have a pest control dept now but the number of rats by and inside the refuse bins are out of control and a solution must be found. I have used these bins four times this week and have seen a rat every time. I have taken several photos and will be sending them to the Argus. Children take their parents' refuse down to these bins and this must be a health hazard.
