Overgrown council owned area to the rear of our garden becoming unsightly

At the rear of my garden fence lies an council owned area of trees and hedging. This whole area is in need of strimming as brambles are becoming overgrown. This is getting quite unsightly.

I have been advised by South Hams Council that this land belongs to Plymouth City Council -

This issue has still not been addressed. Plymouth City Council own this area of land despite it being within the boundaries of South Hams Council. This conveniently permits each council to refuse liability to take remedial action.

Still nothing done!! - the problem being is that this piece of land is owned by Plymouth City Council, yet it lies within the boundaries of South Hams Council - no one wants to own responsibility..
