Parking on double yellow lines

This vehicle regularly parks on double yellow lines daily nightly and weekly with no regard for the Highway Code Clearly nothing happened to stop this down Moorhouse Road hence these vehicles ignoring the yellow lines system,might as well remove them for the good they are doing ..
