Parking on a crossroad junction

The owner of a house that backs onto derwent street has more then one family living in the house who use multiple vehicles which include 2 vans, on a number of occasions either vans or cars have been parked like this on the crossroads which is dangerous for people pulling out of derwent street or turning into it.
