Bins over flowing

Sent to Birmingham City Council less than a minute later. FixMyStreet ref: 6084993.
We have problems with bins for 24,26 and 28 Earlsbury Garden . The bins are always overflowing . These property are rented out (HMO) and bins are never moved from the pavement The bins have become a health and safety issues somebody is going to have an accident.

Council are just waste of time . The property concern is an HMO. The tenants should be made responsible. Tenants or the landlord should be fined for leaving the bins out.
