Pavement impassable due to vegetation

Could you clarify whether the hedge abutting the pavement on the south side of Old Road between Bickerton and Stapleton Roads is the city's to maintain, or does it belong to the research site? If it's ours, can we please cut it back so the pavement is usable, especially to wheelchairs, buggies, etc? If it's private, are we able to raise it via council channels, or would you prefer me to get in touch directly?
