Someone dumped a bunch of things next to the bin. The pavement is blocked for pedestrians. That particular bin is often overflowing and needs to be cleaned up way more frequently in general.

Updates

The problem was fixed in this one instance but people leave new trash there on a daily basis. We need a better solution.
