Unsafe stile into public footpath

The public footpath goes through a residential driveway. The owners have made the stile unsafe by adding barbed wire across the top to deter walkers coming through. Further down the path they have concealed the public footpath access meaning walkers often get lost and end up walking round nearby fields trying to get out.
