Restricted outflow - sediment or calcite build up on pipe

Sent to Gloucestershire County Council less than a minute later. FixMyStreet ref: 6069447.
Road gulley on Nailsworth bound side of the road. Water levels in gulley elevated as a result of likely calcite encrustment on the inlet to the outlet pipe. Have tried to dislodge with a spade but needs something heavier. Would be worth decrusting the short length (~40cm) of incomming pipe too as now with 1" of calcite on the invert.

Sometimes during periods of heavy rain, even a clear gully can be overwhelmed. Usually the water will drain away within an hour.
