Danger to Life due overgrown hedgerow/bank

As you can see form the image attached the bank has overgrown onto the carriageway and path way. unfortunately this is a dedicated route for school children to cross a busy intersection. There is also a main footpath from wantage that crosses at the bottom of CoutHill road. in the image that i have taken there is a car coming down the road. you can not see up the road unless you step into oncoming traffic.
