Sent to Darlington Borough Council less than a minute later. FixMyStreet ref: 6062591.

Black bag of what appears to be soil/garden waste burst open and left in lane at the side of end house of Grasmere Road/ back of Neasham Road. Has been there for a long time. Lanes are full of litter, rubbish and flytipping which is ignored. In general very dirty and smelly.
