Loss of parking through private access to garden through dropping of kerb

My ageing parents live at 56 Kings End Bicester and have done so for over 50 years. Access to this rear area is via Finchley Lane. The area here is public space and car parking is limited. However the residents at number 1 Finchley lane have recently had the kerb lowered to drive on to their front garden effectively removing public parking access. This makes it difficult when visiting as the spaces are not only used by residents but also people leave their cars to access buses to Oxford. Can you confirm if permission is needed to undertake this type of work and if it is required was it? My parents have said that they have seen no consultation paperwork for this particular work.
