Pavement covered by hedges that are cultivated on the pavement

These have been like this for years, even when cut back these hedges cover the pavement as they are being grown on the pavement rather than the resident's gardens. It is slowly getting worse to the extent that most pedestrians walk in the road or on the grass to get down this road. All on east side of the The Drive.
