Regular Dog fouling purposely by immature and non responsible owner

A dog owner has been regularly allowing his dog to foul outside my house. At least one incident per month from February 2015, usually between 3.30pm and 17.30pm, possibly finishes college or school and then takes dog out.

The owner purposely stops the dog and allows it to leave excrement on the pavement, sometimes pressing the extend button on the lead to allow the dog time to complete it's bowel movements, whilst slowly walking on.

The owner is fully aware of his actions and must be found and prosecuted for antisocial behaviour and allowing his dog to foul public areas

Cctv evidence shows him looking around before and after the incident, and the last incident was witnessed by his colleague.
