Long-term surface water flow over carriageway

For at least the past 6 months there has been significant surface water flow over the road between Catherine Drive and just uphill of the Breedon's quarry. Some of this comes from the stream on the Western slopes (suspect a blocked culvert), but I have also seen the gulleys on the downhill lane near the Catherine Drive junction surcharged and discharging over the carriageway, possibly related to the stream on the eastern side of the road.
