Temporary Traffic management conflicting with pedestrian lights

Temporary Traffic management set up to close one lane. 3 way lights in place but the pedestrian crossing within 100m is still operational. People are crossing under red lights whilst temporary traffic lights are Green. Causing traffic to clog up the one lane. Permenant lights should be suspended.
