Wheelie bins left out and refuse sacks dumped

Residents from Pitchford Walk (numbers 14 and 15, as well as others) do not take their bins in after collection. They leave them in the walkway/parking/garage area between Redshaw Close and Pitchford Walk, as well as depositing refuse sacks there, which are scavenged from by animals at night. The bins are often left overflowing or with lids not properly secured. The bins obstruct access to properties and prevent residents from being able to maintain their boundaries effectively. The resulting itter is unsightly, dangerous for children and wildlife and has a negative impact on quality of ice of other rule-abiding neighbours. Polite written notices on boundaries have been ignored, as have verbal requests. This has been going on, daily for approximately a year (the whole time I have lived at the property)
